Pay Range
$163,740 – $220,632 Annually
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We have an opening for an Assurance Officer supporting the Assurance Manager and Deputy Assurance Manager in the Assurance Office. As a member of the Assurance Team, your responsibilities will include contributions to the development, management and oversight of Environmental, Safety and Health (ES&H); event reporting and analysis, issue identification; Quality and Program Planning programs and functions; ensuring that all work is performed in compliance with LLNL/LLNS policies, federal, state and local laws and regulations; working with the program and facility managers, and other personnel for the continuing oversight and support of organizational facilities and operations (i.e., Site 200/300, HEAF, B131 High Bay, Superblock). This position is in the Weapons and Complex Integration (WCI) Directorate.
You will
- Provide expert assurance advice, leadership and assistance to conduct issue/accident reviews/fact-findings and reporting by reviewing issues to determine reportability; assist line managers in preparation, filing and updating the occurrence and noncompliance reports, assist with the creation and implementation of corrective action plans.
- Provide technical expertise to plan, coordinate and conduct causal and Human Performance Improvement (HPI) analyses, extent of condition reviews, and effectiveness reviews, as required.
- Develop and implement assurance plans and procedures that are in compliance with all related guidelines for approval by the managers based upon technical expertise and understanding, and in consultation with key stakeholders.
- Address and resolve institutional and cross-organizational policy issues through interactions with other Assurance Managers and organizations.
- Plan, coordinate, and oversee facility and line management self-assessment programs with ES&H Team staff, facility staff, and others as appropriate; assist with the conduct of reviews/assessments of work activities in the areas of ES&H, regulatory compliance, and facility operations.
- Ensure that external commitments for reporting, corrective actions, and requests for information are fulfilled in a timely manner.
- Manage issue screening/entry and tracking/trending/closure of all Issue Tracking System (ITS) assessments, issues, and corrective actions related to WCI; help coordinate and manage the Work Planning & Control, Illness/Injury, Lessons Learned, Continuity of Operations (COOP) and Management Review programs.
- Perform all assignments in accordance with ES&H, security, and best business practice requirements and policies.
- Complete occasional special assignments as directed by the WCI Deputy Principal Associate Director for Operations, and the WCI Assurance Managers.
- Promote and support plans to promote diversity, equity, and inclusion within the program.
- Perform other duties as assigned.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in engineering, or a related scientific or technical field or equivalent combination of education and related experience.
- Significant experience in the assurance area, conducting self-assessments, audits, inspections, and management appraisals of facilities and ES&H related activities, use of relational databases, the development of meaningful statistics for program planning, trending and causal analysis.
- Experience applying a broad understanding of scientific and technical disciplines, including safety, engineering, operations, and maintenance.
- Experience developing and implementing assurance plans and procedures.
- Highly advanced knowledge of ITS, Work Planning & Control (WP&C) tool, fact-finding, causal/HPI analysis, reviewing event to determine DOE reportability and in preparing, filing, and updating DOE Occurrence and Non-compliance reports.
- Experience using independent judgment to accomplish programmatic objectives; demonstrated technical and organizational problem-solving skills.
- Expert communication, collaboration, and interpersonal skills at both the management and technical level necessary to effectively present, explain, and advise senior management, Livermore Site Office, DOE-HQ and other state and government agencies on ES&H assurance activities, including experience writing and reviewing technical documents, such as plans, procedures, specifications, reports and/or institutional documents.
- Experience providing independent oversight of organizations, operations, or facilities and assuring ES&H programs are implemented appropriately and in compliance (including nuclear facility experience).
- Ability to work in an environment where work is frequently not well defined and generally consists of a diverse range of highly complex problems.
- Leadership skills, mature judgment, and ability to approach and resolve difficult issues using creative and innovative problem-solving skills and decision-making techniques.
- Demonstrated ability/commitment to valuing diversity, equity, and inclusion principles in the workplace.
Qualifications We Desire
- Master’s degree in science, engineering or related technical field.
- Experience with programmatic and technical support activities at LLNL, including Work Planning and Control, eCAR, and ITS; extensive knowledge of DOE ES&H policies, procedures, regulations, and standards.
- Thorough knowledge of and experience interpreting and applying DOE Integrated Safety Management (ISM) policies, procedures and tools.
