Job Responsibilities
Reporting to the WIC Fiscal Management Director, Division of Finance. The position will provide financial and administrative management for the WIC Program. The position may direct subordinate staff within the Fiscal unit.
Job Duties and Responsibilities (overall tasks and expectations of the position):
- Responsible for financial management of the WIC assigned programs includes budgeting, expenditure forecasting and monitoring, internal and external reporting as required.
- Provides technical assistance to assigned programs for grant applications, budget development and implementation, expenditure reviews and approvals.
- Manages process for creating budgets with the local health districts and State office and provides financial requirements for annual annex.
- Collaborates with the WIC program staff in the creation and execution of spending plans according to the specific funds source to include USDA Procedures and Guidelines.
- Participates in the development, review, revision, interpretation, and/or implementation of policies, procedures, standards, and guidelines.
- Coordinates audit compliance with rules, regulations, and policies.
- Participates in the planning, coordination, development and implementation of long-range goals and objectives.
- Responsible for supervisory activity of assigned fiscal staff including (e.g., hiring, on-boarding, setting performance and development objectives, evaluating performance, corrective action planning, coaching, reviewing leave requests).
- Serves as financial Subject Matter Expert (SME) for assigned programs.
- Promotes continuous quality improvement (CQI) by supporting division initiatives for quality and process improvement.
- Other related tasks as assigned.
Minimum Qualifications
Bachelor’s degree in a related field from an accredited college or university AND Four years experience managing professional level staff,
OR
Eight years of related professional experience AND Four years managing at the level equivalent to area of assignment,
OR
Four years of experience at the lower level (GSM011) or position equivalent.
Note: A combination of education and experience at agency discretion.
Preferred Qualifications (based on the needs of the position):
Preference will be given to applicants who in addition to meeting the minimum qualification possess the following:
- 3-5 years of experience performing fiscal planning and analysis, operational cost containment, allocations, budget management.
- 3-5 years team management experience, demonstrating ability to positively impact strategic and tactical finance and administration initiatives.
- Proficient with Microsoft Office products (e.g.., Word, Excel).
- 3-5 years of experience of demonstrated skills in management of federal funds.
- Strong decision-making skills and highly proficient in analyzing, monitoring, and reporting on a variety of information.
- Excellent judgment and creative problem-solving skills, specifically related to new process design and change management.
- Excellent time management skills with the ability to effectively prioritize activity to ensure deadline and desired outcomes are achieved.
- Ability to delegate and lead the work of others to ensure their work is on time and desired outcomes are achieved.
- Excellent communication skills.
- Able to work effectively in a changing environment.
